The tools

Over the duration of their lifespan, the ‘global tools’ identification has developed to have a multitude of different meanings to different stakeholders. For the purpose of the review, the global tools under review are identified as:

o Emergency Response Units (ERUs) – all types
o Field Assessment & Co-ordination Team (FACT)
o Regional Disaster Response Team (RDRT) and Regional Intervention Team (RIT) (if required beyond the remit of current review processes)
o Head of Emergency Operations (HEOps), including the ‘developing’ HEOps group – (DHEOps).
o Household Economic Security team (HES2) and Federation Early Recovery Surge Team (FERST)
o Shelter Technical Team (STT)
o Shelter Coordination Teams (SCT) and other emergency shelter cluster coordination resources (excluding the role of the Federation Secretariat itself)
o Emerging plans for Regional Response Units (RRUs)
o Emerging plans for integration of cash / voucher approach to programmes through the Cash Working group and nascent Cash Register
o Where applicable, components of the above as relevant to ICRC’s Rapid Deployment (RD) mechanism, noting it’s the components themselves, not the RD approach, that will be reviewed
