For our forth discussion of phase II, we’d like to hear your views on gaps and looking forward:
-Where are the gaps in emergency response that the Movement should be filling?
-Ideally, what should the future global tools look like?
– Are other responding organisations (e.g. UN agencies, their implementing partners and NGOs) meeting better the needs of beneficiaries and first responders that the Movement could learn from?

More than a gap is how to deal with increasing number of NS that want to be involved in disaster response – we had nearly 300 expatriate in Nepal response. would be good if we could re-orientate some resources to slow onset disasters.

we need to use local resources much more; that way we can fill some existing gaps; faster deployment or decision from Geneva.
